In a move certain to be unpopular with some, California Assemblyman Frazier from Escondido wants additional restrictions added to the licenses of new drivers. Frazier’s 20 year old daughter was killed in a traffic collision so this issue is near and dear to his heart.
Frazier’s bill would require Californians between the age of 18 & 21 to wait at least 60 days after earning their learners permit to even apply for their driver’s license. Even then they would receive a one year provisional license and the restrictions would include no driving privilege between 11pm and 5am and no transporting passengers under 20 years of age without adult supervision. Under his bill active members of the military would be exempted.
There are several advantages to this bill for the public and for those impacted by this legislation. Statistics reveal younger driver’s have higher accident rates and with that comes dramatically higher insurance rates to say nothing of the safety aspect.
