This past week Governor Brown signed into law Assembly Bill 2989 written by Heath Flora with support from Bird, one of the state’s leading e-scooter rental companies. This bill permits riders over the age of 18 to ride a motorized scooter without a helmet and increased the maximum speed of an e-scooter from 25 to 35 miles per hour on streets that allow speeds that high.
The injuries that result when a trained motorcycle rider crashes when wearing a helmet and protective clothing can be horrific and life changing. These riders are aware of and are prepared for the risk of a crash. E-Scooter riders often underestimate or don’t clearly understand what can actually happen or the sorts of injuries likely to be sustained from a crash. We have written about the danger of this increasingly popular method of travel and we believe since it’s the cool thing to do many underestimate the danger associated with these scooters.
The Governor signed yet another helmet related bill AB3077 allowing people under the age of 18 who have been cited for not wearing a helmet to correct this within four months by attending a bicycle safety course. After they attend that course on bicycle safety and prove they have a helmet that now fits them they would have the ticket waived. Anything that can attain the speed of 35 MPH and get involved with traffic needs to be taken very seriously and it saddens us our legislature is putting Californians at risk.
